Windows 10: "It looks like you've already set up Windows Hello on another account"

Hi there MS Community,


I was trying to rename my account and UserProfile folder on my Surface Pro 5 and I stuffed something up somewhere. So, I thought that the best thing to do would be to delete my user account and start again. I created a local admin user, took a backup of the files in my user profile and deleted my user from the machine, rebooted and then re-added my Microsoft account.


All seemed to be going well - except that I've been unable to reenable Windows Hello or my fingerprint. Can you help me get it working again, please?

The issue you're experiencing with setting up the Windows Hello can be caused by a conflict with a recently installed application, driver, or update. To narrow down the issue, we'd like to ask a few questions:

• Were there any changes made on your computer settings prior to this issue?
• Which version of Windows 10 are you currently running? To check your build, go to
  Start > Settings > System >
  About.

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

• When you say "the other account has been deleted", is it deleted from the computer? Or, the Microsoft account has been closed?
• Is the new Microsoft account associated with a local account?
• What troubleshooting steps have you done so far? This is for us to know and to avoid any duplication of efforts on your end.
