Windows 10: it says im underage for a app but i am not?

i was trying to download a app but it is not letting me i was trying to download a broker called plus 500 but for no reson its not working?i have above age on both my gmail that im using and the microsoft its a 17 plus app but i have 18 plus on my account?

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

 

How an underaged person can bay apps at Marketplace ?

My son is underaged, can I pay insead of him at Marketplace (e.g. with my creditcard)?
