    Steam back up as effective as reinstalling?

    Yeah and thats one of the (many) nice things about Steam. All you want/need is the steamapps folder. Reinstall Steam fresh, log in and let it update then quit it and replace steamapps inside the Steam folder with your backed-up copy containing your games.
