Windows 10: It won’t let me redeem anything

So when I pressed the redeem button to get robux it said Microsoft rewards account temporarily restricted and I don’t know why this happened but can someone help me fix it

I'm from Romania, Europe, don't know if my language will be available but i don't want it in my language, i want it in english.

I've done both Online and Windows 10 steps from the link, but still the same error:

Maybe I Install a Windows 7 again, At least, all of my games run smoothly ...Sadness!!
