Windows 10: I've done everything, computer still is so slow

I have a HP Pavilion i7 core nvidia laptop with windows 11 16gb of RAM.IntelR CoreTM i7-1065G7 CPU @ 1.30GHz 1.50 GHz16.0 GB 15.8 GB usable64-bit operating system, x64-based processorIt's always been so slow and I have almost no programs on it. What should I do? I've done all the normal steps.
