0x87E10BCF Ive tried everything besides OS reinstallation

I upgraded to windows 10 because i wanted to play sea of thieves with a friend who lives far away.

0x87E10BCF EVERY TIME. im pushing over 100 retrys. it never starts to download

Let me try to list everything ive tried:

Attempting to download various other apps

    Sign in /Sign out

    App trouble Shooter

    wsreset (as admin aswell)

    Various CMD prompt Scripts

    Reinstalling the Store (PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage *WindowsStore*).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}" )

    Time/Date/Region Checks

    Clearing C:\Windows\SoftwareDistribution\DataStore

    Reset App

Ive done all these solo. After resets. And some after the other. Is my only option reinstalling windows 10 again?

if so where do i go to do this

Im just pulling my hair out.

ERROR 8007045b while trying to restore

I receive this message when im trying to restore... ive tried couple of things but none of them work..ive tried the first solution in here System Restore Failed and Did Not Complete Successfully with Errors in Windows 10 - EaseUS But at step 5 after typing rd /s "C:\Program Files\Windows Apps" It just said “access denied” on all the files.. to be clear you cant move a step without completing the one before (took me a long time to proceed in it) so im 100% sure i did correcttly the steps before.. currently im restoring again but the “access denied” message make me feel its not gonna work..
Any tips how to fix this? Trying all day to solve it..

  4. Ive tried to clear this like 100 times but it still says Im taking up 10 gigs

location says Im in a different state.

If I go to the maps for windows 10 it says that im in California when im actually in Michigan. It makes the time be 3 hours behind because it forces the time zone to be pacific rather than eastern, due to my location saying that im in California. Ive spent
more than 10 hours trying to figure this out.
