Windows 10: "Japanese IME is not ready yet"

Hi there.Recently I have been trying to download the Japanese pack on my computer. I downloaded the pack, but every time I'm trying to switch from the English keyboard on the Japanese pack to Japanese, I'm getting an error saying "Japanese IME is not ready yet".Also, I can't download basic typing, handwriting, and speech.The thing is, when I try downloading the features, it gets stacked at 5.9% and after it finishes it says:Error: 0x800f0950DISM failed. No operation was performed.For more information, review the log file.I have installed net framework 3.5 but I still have the above error.How c

Japanese IME is not ready yet

I've downloaded the Japanese pack in the preferred language, but I can't use the Japanese characters on the keyboard.

I've seen some suggestions and have tried some suggestions such as removing the japanese pack, checking it in Windows PowerShell, it says there too

installed Capability Identity : Language.Speech~~~ja-JP~0.0.1.0

State : Installed

but after re-downloading, the notification "Japanese IME is not ready yet" is still there.

can I solve this problem?

Thank you so much for your detailed explanation. I followed every steps you kindly explained but unfortunately I keep getting error message Japanese IME is not ready yet.

When I set Japanese and right click to change to hiragana it does not work with above error messages.

Please kindly support.
