Windows 10: Japanese Microsoft IME keyboard not working properly.

Two days ago, if I switched my keyboard from English to Japanese IME and then changed from romaji to hiragana, if i typed "a" i would get "" which is the correct hiragana. Yesterday, my keyboard began working differently. If i type "a" with the hiragana keyboard enabled, it gives me "" rather than "". I'm not sure how to fix this issue and have tried a few things like restarting the computer, reinstalling the keyboard a couple times, switching input modes and more yet nothing has worked, i still have this issue.

On-Screen Keyboard not working with Japanese Microsoft IME

I'm using Windows 10. The On-Screen Keyboard does not show the Japanese layout when using the Hiragana input mode of "Japanese Microsoft IME" (kana input). The English (United States) US Keyboard layout is shown. This is not the case for other keyboards, I have tried it with "Korean Microsoft IDE" and "Buryat (Russia) Russian Keyboard" and the On-Screen Keyboard displays the appropriate symbols instead of the QWERTY letters.

When I type QWERTY using the "Japanese Microsoft IME" input method I get: たていすかん

What can I do to make the On-Screen Keyboard display the correct symbols?
