Java's Position in Windows 10 Start Menu?

I've done that with every other program that places a folder with a shortcut to it, in the Start Menu:
    7-Zip
    AIDA64
    Disk Wipe
    Fences

and Java (except that Java sorts itself under the "C" section).

Why it is doing that, it may be in the actual location info or description. Have you tried uninstalling Java and then clean out all of the junk with CCLeaner after a reboot, then reboot again and try downloading the "offline" version and install?

  4. Java's Position in Windows 10 Start Menu?

Right click on the java item on Start
    Select Open file location
    post screen shot

Right click on the shortcut (from open file location)
    Select properties
    post screen shot

    press Open file location button
    Right click the exe
create new shortcut - place on desktop

    back to Start
Right click on the java item on Start
    Select Open file location
    navigate up one level
move the folder that has java in it to your Downloads folder

    copy the new Desktop\Java.lnk to C:\ProgramData\Microsoft\Windows\Start Menu\Programs

Pin any item to start - then unpin from start - that wakes up Windows Start to check for new items.

If that does not work, then Windows is getting the name from the exe and there's nothing you can do about it.
I've reorganized my Start menu hundreds of times - the trick is to get Start to realize there is a new items based on Start's last update(access) flag. This is specific to Start, it is not file accessed, modified, created time.

If you also have Java in your personal Start menu, then you have to either do the same thing as the All Users apps or just remove it from your personal Start menu.

Yes. Problem is that one actually begins with "C" in "Configure Java" either name or details/description, somewhere...
In the end, something in the installer-created folder or shortcut might have a hidden setting telling the start menu what to do with the shown icon. I've seen some pretty weird stuff with Firefox icons.

    Note:
I was able to check a manually created javacpl.exe "java" shortcut and it was placed rightly under "J" from %localappdata% start menu folder.

Really I would not even worry about it. If Java works, leave it alone. The next fix may or may not correct the behavior. Oracle could also be aware of the issue and working on a fix.
