Windows 11 Pro 22621.1992 windows update unable to find latest update KB5028256 (22621.2050)

Build 22621.2070 (KB5028254) has been released for all users in 26th of July and it's available via Windows Update.

ERROR 0x8007000D Installing 2023-07 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems (KB5028254)

Keep getting a 0x8007000D error when trying to install the just released 2023-07 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems (KB5028254).

Performed the following with no resolution:

net stop bits
net stop wuauserv
net stop msiserver
net stop cryptsvc
net stop appidsvc
Ren %Systemroot%\SoftwareDistribution SoftwareDistribution.old
Ren %Systemroot%\System32\catroot2 catroot2.old
regsvr32.exe /s atl.dll
regsvr32.exe /s urlmon.dll
regsvr32.exe /s mshtml.dll
netsh winsock reset
netsh winsock reset proxy
rundll32.exe pnpclean.dll,RunDLL_PnpClean /DRIVERS /MAXCLEAN

Additionally, removed all Nvidia Drivers and Software from the system and tried again. Again failed to install update.

Downloaded KB5028254 directly from the Microsoft Catalog via

Microsoft Update Catalog

Ran the installation with Administrator Rights from command prompt and right clicking multiple times - Same issue of getting to the end and kicks up a failed to install.

Updates installed on fine on July 12th 2023 with the following:

2023-07 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5028851)

2023-07 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5028185)

Any chance this is a .NET Framework issue at hand?
