Windows 10: jusched.exe error saying msi.dll not found

Hi everybody, my problem is that whenever I turn on my computer/sign in after it turns on, an error message pops up with the label "jusched.exe - error" as the header. It says my msi.dll was not found even though I have it installed in my windows32 folder. I also do not have jusched.exe anywhere on my computer, I did a complete search for it. I know that it has something to do with Java, but I do not know why it's causing the error message saying I am missing my msi.dll.

Kernell32.dll is not the piece being shut down, it is UT3.EXE with mod name kernel32.dll.

All things in System specs are true except for the 9800GX2. I know have a 4870.

Reinstalling drivers (the right way)
Reinstalling the game
Reinstalling the .net distributable 3.5 SP1
Reinstalling Direct X
Edited UTEngine.ini (this is what got me past the splash screen)
Reinstalled all related drivers (sound, etc...)
Disabled Antivirus applications
No Current Overclocks
Tried "Checking integrity" of game files
Tried running in different compatibility modes
Tried running with -nosound
Tried tweaking with the CCC settings(is there a DXT textures option? Ive heard it was supposed to fix this, but it doesnt show up in my CCC (yes I do have advanced options, no im not retarded, thank ya))

All suggestions welcome. Remember 4870, not 9800GX2. WinXP 32 bit. no FFDshow, is disabled.

It actually brings up 2 different errors: kernel32.dll and UT3.exe.

I suggest that you perform the steps below and check if it helps resolve the issue.

• Uninstall all those apps (using revo uninstaller) which are giving you msvcr100.dll and msvcp100.dll files missing error
• Open the link below

Download Visual C++ Redistributable for Visual Studio 2012 Update 4 from Official Microsoft Download Center

And download and install Visual C++ Redistributable for Visual Studio 2012 Update 4.

3. Download VSU_4\vcredist_x64.exe if you’ll be installing this on Windows 10 64bit.

4. Download VSU_4\vcredist_x86.exe if you’ll be installing this on Windows 10 32bit.
