Windows 10: Just received update but no programs load

I noticed the computer was receiving an update. After it was complete I powered down the computer. Next day it was turned on and it appears to load but non of the programs load. Tried a system recovery while saving my photos and docs but get a message of "the installed program cannot start. Click ok to turn off the computer." while it is trying to backup windows files. I really dont want to lose photos i have. Any options?

The only thing this doesn't cover is the Step-up program. I'm fine with that because I got the price cut anyway. I just hope to get the card by this weekend if not early next week. I have a itch to bench. *Rockout :rockout:

Receiving preview Windows updates even I'm not opt-in for the Insider Program

Still can't reproduce. Could you please post the exact BIOSes that produce the issue?
