Windows 10: Just want to reset my pc. Upgraded MOBO and CPU, cant boot into windows 10, safe mode,...

I just upgraded my i7-8700k to an i7-12700k and now i cant get into windows. I cant boot into safe mode, the startup settings option doesn't do anything, doesn't let me pick an option or when i click restart its just back to the beginning. I'm completely fine with resetting but it doesn't work through the repair settings nor have I been able to make a bootable drive, I've tried but from my understanding it wont work because I'm making it on a mac because i don't have a second windows PC. Any way to reset it is all I'm looking for. Again i don't have a second windows PC.

100% CPU Usage after Windows 10 upgrade

Most of the time, computers only use a small fraction of their CPU power. In fact, many computers use less than 5% of their CPU most of the time. When you open an application, play a video game, or encode media file, the CPU usage will rise or spike temporarily.
Once the CPU intensive process completes, the CPU usage should once again drop down to lower level. Most applications will not use up more than 50% of your CPU for an extended period of time. However, some programs and system processes can use up a large amount
of CPU without you even knowing it. This may happen if a program gets stuck in an infinite loop or encounters an unexpected error.

I suggest you to perform Safe mode and Clean boot procedures on the PC by following the steps below.

Step 1: I suggest you to boot your PC in Safe mode by following the steps from the link below and check if the issue is resolved.

Safe mode is a diagnostic mode that starts your computer with limited drivers necessary to run Windows. The words
Safe Mode appear at the corners of your monitor to identify which Windows mode you are using.

Expand the options to boot into Safe Mode:

Reboot the PC to exit from Safe mode.

Step 2: If the issue persists, perform Clean boot on your PC by following the steps from the link below and check if the issue is resolved.

Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue.

You can open the system configuration window in Windows 10:

a. Using run command.

  • Type msconfig.msc and press Enter.

Changing my MOBO and CPU a

I'm doing PC upgrades and changes entirely for my new mini-itx build.

I'm not sure about how the process would work, but what are the appropriate steps I need to undertake before making my changes?

• My personal data and files are backed up to my Onedrive, and have nothing to lose in terms of data.
• I have an additional copy of Windows 10 (but would prefer not to use it in-case I do another PC build).
• My MOBO and CPU upgrades are polar opposites of my current hardware:
  • OLD HARDWARE
    • Intel i5 6500
    • AsRock Killer MOBO
  • New Hardware
    
  • • AMD Ryzen 7 2700x
    • Asus Strix X-470

This is my first time doing a particular change so guiding steps would be greatly appreciated! Things like how to wipe my hard-drive and reinstall Windows, etc.

You will have to buy windows license if you change the motherboard, unless you made the computer originally in the first place, or bought a license key.
