Windows 10: KB 4586876 Windows start or settings not working

Hello everytime i tried update windows KB 4586876 my "menu start" and system settings stop working and system start up takes 10 times longer than before, i have to restore backup point every update any idea how to fix this?

As the issue still persist, I suggest you to start you system in safe mode and check if the issue persist. If in safe mode, issue didn’t persist then, perform a clean boot and check if it helps.

Follow the below steps:

Step 1: To start your system in safe mode follow the below steps:

• 
  Press and hold Shift key and restart your Computer.
  
• 
  Select Troubleshoot.
  
• 
  Select Advance Option.
  
• 
  Select Startup Settings.
  
• 
  Follow the on Screen instruction.
  

Step 2: Perform Clean boot.

A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program.

Note: Steps mentioned for Windows 8/8.1, will work fine with Windows 10.

As per your query, I like to inform you that;

1) Yes, you can change the privilege of an account from standard user account to administrator, only by logging in through administrator user account.

2) You can re-add your Email address with the Mail app.

As the start menu is not working on your main user account, I suggest you to login to your computer through safe mode and check if the start menu works or not. If the start menu works in safe mode then perfrom clean boot in your system and check
if it helps.
