Windows 10: KB4052623 Failure

Update for Windows Defender Antivirus antimalware platform - KB4052623 Version 4.18.2001.6 -Error 0x80070643 and has stopped the threat service and will not restart.

Error 0x80070643 - KB4052623 - Can we get better instructions?

?I have had this update fail for a while now but apparently its a
known issue.

Here is a quote from the link above

Known issues in this update

Because of a change in the file path location in the update, many downloads are blocked when AppLocker is enabled.



To work around this issue, open Group Policy, and then change the setting to Allow for the following path:

%OSDrive%\ProgramData\Microsoft\Windows Defender\Platform\*

"

The workaround instructions are missing key steps. I don't know where in Group Policy to change that setting.

Can someone help, please?

PD: I recently formated my ssd and started over. I used the latest (april 2018) Windows 10 64 bit 1803 image downloaded directly from Microsoft.

I've already tried every suggestion given in the following links and then some:

I have tried so many solutions for this. None of those work. Windows defender updates has been issue since I've installed this.

Windows 10 reset failures. Computer won't boot now and getting frustrated.
