Windows (KB4340917) Update Won't Install

I have been unable to install this update through either Windows Update or by downloading the windows10.0-kb4340917-x64_ed5f586fa9d7064d61e45c523f20ba7fc1ff142a Microsoft Update Standalone Package (.msu) file with the Media Creation Tool and using the Offline
Updater. Windows Update repeatedly generates the following error:

The Offline Updater has been stuck at 15-20% progress on the progress bar for 5 hours during this step:

I have successfully run Windows Update Repair multiple times, and it finds "restarts pending" and other problems that it fixes, but both Windows Update and the offline updater continue to fail or get stuck as described.

What other options are left?
