Windows 10: KB4340917

The installation of 2018-07 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4340917) has failed to install 10 times.

Windows (KB4340917) Update Won't Install

I have been unable to install this update through either Windows Update or by downloading the windows10.0-kb4340917-x64_ed5f586fa9d7064d61e45c523f20ba7fc1ff142a Microsoft Update Standalone Package (.msu) file with the Media Creation Tool and using the Offline
Updater. Windows Update repeatedly generates the following error:

The Offline Updater has been stuck at 15-20% progress on the progress bar for 5 hours during this step:

Installing Update for Windows (KB4340917) (update 1 of 1)...

I have successfully run Windows Update Repair multiple times, and it finds "restarts pending" and other problems that it fixes, but both Windows Update and the offline updater continue to fail or get stuck as described.

What other options are left?

 

Windows (KB4340917) Update Won't Install

I have found that downloading the file for the KB and then installing it works. Then Windows Update recognizes the PC has been updated.

One of the items indicated in the list of improvements and fixes included on this update is
Addresses an issue in IME that causes unexpected finalization of strings during Japanese input in applications such as Microsoft Outlook. Since this key change is pertaining to Microsoft Outlook when
using Japanese input, setting up your Outlook may have been required to carry out this improvement or fix. However, you may skip setting up your Outlook and just proceed with the update.
