Windows 10: KB4343909 got installed again today

Today KB4343909 got installed again.
I had it installed on Aug 14th, the very day it was issued.

The only reason I can surmise is that I changed my default Display Language from English (United States) back to English (Canada) one day ago.
I had been told this would happen...….. changing default display language, that is.

VPN issue with KB4343909

Since the issue started after installing the latest build, we don't have much information yet as to what might be causing your VPN connection to stop working. However, we would like to troubleshoot the issue to determine what triggers it and how it can be
solved.

By the way, have you tried troubleshooting the VPN connection issue while the
KB4343909 was still installed on your computer? If so, what were the steps you've performed? Did you get other error messages aside from the "Trying to connect" message?

If it's okay with you, I would like to suggest to reinstall the KB4343909. Once reinstall, you may run the
Network Troubleshooter and perform the Network Reset to help us to further diagnose in case the issue persists. Below are the steps:

Network Troubleshooter

1. In the Cortana search, type in
   Network Troubleshooter, then select Identify and repair network problems from the list of results.
2. Follow the on-screen instructions.

Network Reset

1. Navigate to the Windows key > Settings > Network & Internet > Status > Network reset.
2. On the Network reset screen, select Reset now.
3. Click Yes to confirm.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
