Windows 10: KB4517389 & KB4515871 installed 10/10/19 made desktop unusable

After those two updates were installed automatically, the taskbar became mostly unusable. I couldn't enter anything in the "search" box, the Windows key on the keyboard didn't work, and the "Start" button didn't work. Nor did the Volume control slider work. Fortunately the icons for Windows Explorer and my browser were still active in the Taskbar, but I couldn't access any other programs without going through the Programs folder in Explorer.


I tried rebooting my computer, but that didn't help.


In desperation, I finally uninstalled those two updates, and now my computer works fine -- but I know eventually those updates are going to get re-installed.


What do I do to prevent this from happening when the updates are re-installed?

Windows 10 update KB4517389 install error

The latest Windows 10 update KB4517389 fails to install. I get the following

2019-10 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4517389)

Last failed install attempt on ‎10/‎8/‎2019 - 0xd0000034

I have tried running the update multiple times. I am a novice computer user. What do I need to do to correct this?

 

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?
