Windows 10: KB4560960 Update and 2004 update - Error 0x800f081f

Hello all, I haven't been able to successfully update my computer for a few months now because with every new update I get the error code 0x800f081f. Google searches tell me that it's because I don't have netframe 3.5 installed. Well I follow the steps to turn it on under windows features. I make sure all check boxes related to it and the 4.8 netframe are checked and turned on. I restart my computer and I still get the same error. I've done cfs scan and a DISM scan. I've tried the offline netframe install and it tells me I already have it installed. I've tried to reset windows update to fix the error and still nothing works. I still get the error. I've had this laptop for nearly two years with nothing but issues with it since the day I received it. I just wanna throw it against a wall especially after all the money I had to spend to have a new hard drive put in it after it crashed causing me to lose everything I had. Oh, and if things couldn't get better, the last two days around the same time at night when running on battery power the stupid thing just ups and dies without warning, and no, it wasn't because my battery was dead. I just don't understand why I have so many computer issues when I do everything I can to keep it up to date and cleaned.

BTW, my windows version number is 1909.

Beware of printer issues with this - quite a number of reports:
KB4560960 CU Win 10 v1903 build 18362.900 and v1909 build 18363.900


.NET framework- if relevant, see #8
Net 3.5 framework, cannot install 0x800F081F.

Possibly triggered for a few by using means to remove Edge:
KB4507453 failed with error 0x800f081f

That error number has been fixed for some with an in-place upgrade repair install which keeps all progs and data.
Tutorial available- you'll need a 1909 iso or bootable disk: run setup.exe after logging in.

Hi, I'm trying to install latest updates to one of my laptops and I keep gettings this error. For what I've read online it may have something to do with NET Framework 3.5. I tried disabling/enabling it on Windows Features with no luck. I saw these instructions:

But I can't follow all of them since I have Windows 10 Home (1903) and I can't access the group policy editor.

Any help?

Also, if I try to install the update by the standalone package, it gives me error 8007000d. Any hints?
