Had a different problem on my Dell XPS 8700, Build 19044.1865 when W.U. tried installing KB5012170 it was just hanging at 96% installing and freezing the PC. No way out other than powering off.
After rebooting sfc /scannow found several corrupted files that could not be fixed. Any subsequent attempt to install the update was failing with download error 0x800f0900. The problem was repeatable and easy to reproduce.
I finally followed the suggestions in the link above and cleaned up the Secure boot keys in the UEFI Bios, installed kb5012170 offline with the .msu file downloaded from the MS catalog which was successful.
After that I could continue downloading and installing the remaining updates offered by Windows Update and got all the way up to 19044.1947.
SFC /SCANNOW runs clean now, no more corrupted files.
Secure boot is enabled again and I'm back in business.

I still hope that MS releases a proper fix that does not need all these workaround procedures.
It is now up and running, but it was a pain in the neck to get around the bug of the update.
