Windows 10: KB5023696 Error code: 0x80070003

Why is this not resolved with an update patch or correction steps? There appears to be many with this issue from just searching the internet. The MS support and community have posted some good system level background correction type tips but none of those work.My system appears to successfully download the update and starts initial installation getting to restart. Restarting I see the shutdown window and then the warning to not turn off the computer while the update is installing. Installation progress get to 7% and then a reboot occurs, then the failure, then the removing the update, then ret
