    I had to factory restore my PC and all the other updates have installed but KB5031358 has been on 91% for over an hour now.How long should I leave it?Can I restart the device as Windows Update is telling me to? I’m not sure if I should with this update not installed.Some guidance on next steps would be great. Thank you.

    Windows 11 Update KB5031358 Install Error (0x800f0988)

    My x64 Windows 11 gives the following error: 0x800f0988, when trying to install update package KB5031358 (2023-10 Cumulative Update for Windows 11 for x64-based Systems).

    I already looked up what this error could mean and tried the following solutions from the Microsoft community:

    • Cleaned up all temporary files through the storage manager
    • Emptied the " C:\Windows\SoftwareDistribution\Download" folder
    • Disabled the Windows Update service through the service manager, as to prevent any new files from being downloaded to the C:\Windows\SoftwareDistribution\Download folder (the files will only delete if the update service is not running in the background)
    • Downloaded the Update package from the Microsoft Update Catalog and installed it manually (Update Service needs to be enabled again)
    • Restarted the PC several times

    At one point, the PC gave a green screen. It was not the green screen of death, as no text was displayed and I am not enrolled in the Insider Program.

    None of these steps worked, the PC still gave the following message on startup:

    " Oops, something went wrong.

    Undoing changes."

    or something similar.

    I also tried finding a newer cumulative update on the Microsoft Update Catalog, but this did not solve the issue.

    Windows 10 forced download

    ^This, then reboot and go to manually update windows. Find KB3035583 in the list of available updates, right-click and "Hide this update" so it doesn't get installed again next go around.

    To stop the download, uninstall the KB3035583 update (under "Control Panel > Windows Update > Installed Updates").


    To get rid of the C:\$Windows.~BT folder:
    • Right-click on your C: drive.
    • Select "Properties".
    • Click on [ Disk Cleanup ]
    • After the initial scan: If you have a [ Clean up system files ] button, click it and wait for the second scan to finish.
    • Scroll down the list and look for "Temporary Windows installation files" (its size should be in the gigabytes range); check the box.
    • Click on [ OK ] to start the clean-up.
