Windows 10: KB5035853 - 2 glitches reported will be fixed

FYI:Maybe not all Users have noticed these but if you have... have no fear, they will be fixed. I just finished working with some MS engineers/techs. I reported 2 items which have gone awry since yesterday's KB5035853, the Patch Tuesday Update.1. File Explore windows are not loading normally. The 'body' shows and a moment later the 'top' appears instead of simultaneously.2. The notification for a photo just taken on a mobile is not showing at the bottom-right of the screen; its accompanying sound is, still, audible but no visible/clickable item.There may be/could other issues I had or ha

Microsoft Store Glitched?

Did you perform every single step in the list above? The reason I ask is that I have given that list thousands of times and it always works. if one of the earlier steps is not successful then the Repair Install should have fixed it. When there is no report back or mention of any of the steps it makes me wonder if they all got done.

Please do not skip any steps. We often find out later that the fix was the skipped step. If you need help performing any step I will help.

Please go back to the top of the list and report back results of each step so I know what to suggest next.

Health & Performance Report Not Available on 2 user accounts except the administrator's account in the laptop has Health Report

Thanks Jaune . I performed the first 3 steps in my built-in administrator account & did get the Health Report back for this account. However I did not perform the second set of 3steps as I do not understand it & have fear that it would remove the newly
emerged Health Report. I tried perform the first 3 steps on my second administrator account which did bring the Health Report, on finding later that Health Report is no longer available on my built-in admin. account

Despite this, this is the best advice so far as all other answers like performing a clean boot, starting in a safe mode did not work for me at all.

Jaune, will you please help me further to fix the "add new user account" problem. None of the admin account will respond to my click on add account. I want to remove the second admin account where no Health report is available, hopefully to have the issue
fixed when I add it back on. Is there a maximum no. of user accounts in the laptop? I want to see that I can add to replace user account removed due to problematic performance
