Windows 10: keep ketting message 'the remote procedure call failed and did not execute'

hello everybody, i keep getting the message 'the remote procedure call failed and did not execute' when i try to open file downloaded. In fact, when i try to open the download folder it does not respond at all.

I'm running Windows 7.

All of a sudden I'm getting this message when I try to open any folder. I believe I've gone through all the trouble shooting steps I found on line that I was able to execute, including checking the Remote Procedure Call service, running System File Checker,
running Malwarebytes. I was unable to check for windows updates because I would get the same message.

I've not installed any new software, get my windows updates on a regular basis and am completely confused.

Any help would be appreciated.

The "Remote procedure call" error might be displayed when a service called upon by Windows is not responding. Do you get the error message even after you restart the PC, I would recommend you to boot the computer in Safe mode and check if the issue
persists.

You can follow the steps suggested in this article to boot the computer in Safe mode:
