Windows 10: kernel timer latency too high! unable to game properly. please help!!

I play fps competitive games a lot and i always feel this laggyness with my system. I used to think its my overclocked 75hz monitor with input lags but few days ago i got a new 165hz tn panel monitor and its still the same. I got this tn panel cause of the low input lag but i still face the same issue. People still sees me before i can see and react to them. It always feels like they prefires me. Another issue is when im playing my graphics looks pretty bad like on the edges and unclear but when im spectating everything looks normal and clear. I check with this latencymon software and here are

High precision event timer

I read that disabling high precision event timer in bios and windows can improve games fps, input/output, micro stuttering
and dpc latency (nvidia cards) . I disabled mine in windows, only slight improvements. I further disabled it in bios,
still monitoring the result. Any opinions on this ?

turn off timer on simple solitaire

Hi,

I will certainly help you with the Solitaire timer.

Please follow the below mentioned steps in order to turn off the timer:

Run the game, and go to the top left corner, and click on the
game option/symbol […].

Click on the settings, and search for the timer option.

Select the timer option from on to
off.

PCI latency timer...

Found this:

PCI latency timers are a mechanism for PCI bus-mastering devices to share the PCI bus fairly. "Fair" in this case means that devices won't use such a large portion of the available PCI bus bandwidth that other devices aren't able to get needed work done.

How this works is that each PCI device that can operate in bus-master mode is required to implement a timer, called the Latency Timer, that limits the time that device can hold the PCI bus. The timer starts when the device gains bus ownership, and counts down at the rate of the PCI clock. When the counter reaches zero, the device is required to release the bus. If no other devices are waiting for bus ownership, it may simply grab the bus again and transfer more data.

If the latency timer is set too low, PCI devices will interrupt their transfers unnecessarily often, hurting performance. If it's set too high, devices that require frequent bus access may overflow their buffers, losing data.

So in theory there's a compromise that can be reached somewhere in between, where all devices can get good performance plus a reasonable guarantee that they will get bus access on a timely basis.
