Windows 10: keyboard and language keeps reverting to English UK every time I restart my computer

How do I make the latest update of Windows 10 retain the keyboard and language options? Every time I restart my computer it reverts to English UK even though I have changed all the defaults for my system to English US.

English (UK) keeps coming back to my keyboard

I'd set Greek and Japanese as the only languages in my keyboard because Japanese has built-in English typing as well, then set Greek as my default language. After the latest update, the English (UK) language keeps popping up in my keyboard languages and
doesn't show up in the list for me to remove it. I can temporarily remove it by adding the language myself, then removing it from the list, but it shows up again the next time I start Windows.

I tried this and it worked initially. But now it's reverting to the unwanted keyboard again (in my case I want UK but it reverts to US.) The US language pack seems to have reinstalled itself.

Now I'm trying another solution. It begins the same way as yours but goes a bit further:

• Click where the language is shown in status bar (in my case ENG)
• Language preferences
• 
  Click on the unwanted language pack (in my case English (United States))
  
  Options
  
• Remove

Now when I hover over the language in the status bar, the pop up only listed the UK keyboard not both UK and US. So I'm hoping this works and the US doesn't reinstall itself.

 

Can't (completely) remove language keyboard layout

Yup, no such luck. My next step will be to temporarily install another language as the system language (like English UK or something), and remove US English as the default language and the keyboard, and everything, and then reboot and install it again and see if that does anything....

But I am betting it won't. And my reason is because when I was inspired to make my own keyboard layout I downloaded one another person had made, whidch was based on English UK keyboard, and it did not work correctly for me so I uninstalled it (and have since improved, I think, upon what he had done,) and I just now realized that that keyboard, which was under English language and keyboard, is still in my list as well. When I had installed it then UK English had become one of the available languages, and I have since removed it from being active and so forht. So, basically I did to UK English what I am propsing to do for US English... and yet that old keyboard layout remains.

There has to be somewhere that Windows keeps references all the different keyboard layouts available for the different language packs installed.... The question is where is that and how to modify it?
