Windows 10: keyboard input in start menu and others areas of windows not working

Hi,my problem is that i cannot use the keyboard on the start menu or other windows area, like typing the password for wifi, but the keyboard works on programs.For example, i'm able to lunch word and type a text. Remove the keyboard from device manager and restarted the laptop and same result. I can put my password on the logon screen

I am using Windows 10. My Start menu and notification area on the taskbar are not working while the Task view and Quick Launch bar are working just fine. I clicked on windows icon and notification area icons like sound, wifi etc but nothing happens. Pressing
start button from the keyboard also didn't help to open the start menu. I have tried the DISM scan as suggested by one post but the problem persists.

I am having almost the same problem except that the keyboard doesn't work either. I can't get the computer to respond to anything once windows starts to load. I also get the message that window is not completely loading. Is there a fix for this or is it
just hopeless. fyi the only keys that work are the function keys before windows start its load cycle.

 

How do ya add to window start menu?

Thanks for the link. What I'm trying to do is putting a new folder into the light blue area of the start menu. http://www.microsoft.com/windowsxp/using/setup/personalize/menus.mspx the example on this link lists the user as "Administator"
