Windows 10: Keyboard Input Scrambled when Downloading Files

I am running into the strangest issue when trying to download and name files. Whatever I type on either my external keyboard or the on-screen keyboard is scrambled; a simple word gets randomly jumbled into symbols and letters. This only ever occurs when I'm trying to save a file with a custom name; furthermore, it only occurs in Chrome and IE but not in Microsoft Edge. I don't have any antivirus softwares running with Keystroke protection or anything like that, and all my extensions are disabled in both browsers- still no luck in figuring this out.


I know people have reported this issue with the keystroke protection in Sophos's security software but I'm not running anything like that. I booted into safe mode and didn't run into the issue, so I'm sure it's some application or service that's running...but I have no way of figuring out what's causing it.


Can anyone help out? Some way of tracking what's actively scrambling those inputs when I'm trying to rename a file before downloading?

Language keyboard input doesn't equal output

Language input may vary depending on the Input method set on your keyboard settings. To sort your concern, we suggest that you check if the desired input is set correctly by following these steps:

• Type in Language and keyboard options on the search box.
• Select the desired language that you're trying to set up.
• Once you've selected the language, select Options.
• Under Keyboards, select Microsoft IME and click
  Options.
• Scroll down and select Open advanced settings.
• A window will pop up. Under General tab, click the drop-down arrow for
  Input method and select the desired input.
• Click OK.

  Choose the language that you want to add, click Options next to the language name, and then click
  Add an input method.
