Windows 10: Keyboard Language Inconsistencies

My keyboard seems to intermittently change short cut functions - particularly:

ONE

@ and "

This issue can occur in one "word@ issue - either way.


I have previously had someone change the language and then just recently it switched back to an intermittent fault.



TWO

| and ~ (but the | just stops working and the ~ key/shortcut doesn't work


I can copy and paste for the second issue - bit of a pain (first world problem)


Any suggestions? Greatly appreciated!

The extra keyboard layout keep adding to my language bar (with Pics)

The updated Windows 10 may have detected your language, the reason why it automatically gave you the other Thai US keyboard. To correct this issue, we suggest that you follow these steps:

• Click on the Start Menu, type in region and language settings and select it.
• Under Languages, select Thai Kedmanee keyboard and click Remove.
• Lastly, add it back by clicking Add a language.

After these steps, your keyboard layout will permanently stay with Thai Kedmanee keyboard.

I suggest you to follow the below steps to check the language and speech settings in Cortana.

• Press Windows + I keys on the keyboard to open settings menu.
• Click on Time and language and select
  region and language.
• Under Language option, check which language is Set as default.
  
• If you find different language, you can change it by clicking on Add a language option.
  
• Select your preferred language (English UK) and click on
  Set as default under English UK language.
• Now, click on English UK and click on
  Options.
• Download the language, handwriting and speech packs.
• Now, click on Speech from the Time and language settings menu.
• Check if you are able to select the speech settings to English UK.

10. After performing above steps, check if you are able to use Cortana.

Language Inconsistencies

As with sanitysucks and FritsJansenZ, the language inconsistencies on Windows 10 persist for me. Cortana now works - I had mistakenly associated Cortana's problem with the language inconsistency. The language inconsistency is more troubling. Calendar, Email,
Store, Pictures, Skype, and other Windows-affiliated apps are all entirely and stubbornly in Hebrew, despite the fact that I've set English to be the default and display language everywhere I can. (I assume that those are the names of the apps in English.
There are other apps whose names and functions I can't guess - some app with a lightbulb as its icon, and another one that seems to pair the computer with a smartphone).

Please, tell us, where have you hidden the language settings for these applications? Why don't they respond to the normal language controls?
