Windows 10: Keyboard layout is not deleted. How can I delete it?

I have removed the keyboard layout or language pack from anywhere in the registry editor, settings. I've tried almost all the ways but it still doesn't delete.So, when I installed Windows, I installed it in Turkish. Later, I changed the language to English and added Azerbaijani as the keyboard language. However, the Turkish language despite the fact that it is the Azerbaijani language, Turkish is written and the keyboard layout is different is not deleted. Even I deleted all languages from the Registry editor and just kept the default. But it is not deleted.Screenshots failed to load. That

To remove a keyboard layout : on Windows 10 use these steps:

1. Open Settings.
   
2. Click on Time & Language. Click on Language.
   
3. Under the "Preferred languages" section, select
   
   the current default language.
   
4. Click the Options button.
