Windows 10: Keyboard Shortcuts for Diacritical Marks Not Working

Many common shortcuts like Copy and Paste work fine, but I need to be able tp make diacritical marks. The shortcuts listed hereKeyboard shortcuts to add language accent marks in Word microsoft.comdo not work for me anywhere, including in Microsoft Word, though I need to be able to make such marks anywhere. I'm even using a Microsoft keyboard, for pity's sake, on Windows 10, having not ever altered typing or keyboard settings.I'm sorry if 'Devices & Drivers' is somehow not the right place for this, but I only recently switched to Windows and some of the naming conventions and phrasing see

How to get handwriting recognition to recognise diacritical marks?

You must install German handwriting recognition.

Step 1: Install German language from Settings > Time & Language > Language > Add a language:





Step 2: Select German, unselect Install language pack, select Handwriting:





That should do it!

 

Unable to get diacritic marks work in Latvian language pack

After installing the Latvian language pack, I was searching in vain for a panel with directions (a la Windows XP) to not only set the keyboard but also to select a mode for delivering the diacritic marks.

I have tried the pack on two programs I use mostly - AOL e-mail and Word Perfect. On Windows XP both worked fine. On Windows 10 nothing moved.

Is there a solution to the problem?
