Windows 10: Keypad showing up at login when on screen keyboard is already disabled

I can't for the life of me figure out why the number pad keeps popping up whenever I hit the enter key to start entering my pin to login. I have already checked everywhere I can find to make sure the on-screen keyboard is disabled, but this still shows up at every login. It's really annoying to have this happening every single time with no solution. A lot of "features" Microsoft puts into nowadays OS really should be all free DLCs for those who want those extra features. This is one of many reasons I like Windows 7 or even XP, because they didn't have a lot of added features that don't necessa

How to disable screen overlay when using external numeric keypad?

I have a user using a touchscreen laptop (if that has any effect) who is also using an external numeric keypad.

Every time the user presses or releases a key on the keypad, there's an annoying "123" screen overlay that pops up. It's quite annoying. I've looked in keyboard settings and what I can find of accessibility options, but I can't seem to find out how to disable this.

Does anyone know how you can disable this?
