Windows 10: Korean Text to speech not working after installation

Please I have downloaded the Korean Language. The speech is not working so later I downloaded the 'voice package couldn't be installed. Select it to try again. I try it several times but still not working. What shoul I do? I will appreciate your assistance. Thank you.es, it says

Do you heard of software which can read text in any application and convert text to mp3, wav, ogg or vox files? I known one - Alive Text to Speech , but it is not a free software, i can use it for 20 days.

Do you recommend a free software?
