Windows 10: Lagging and cannot open apps cannot shut down

When I try to open a app in the desktop using my mouse it doesn't work when I go to downloads and click it went back to quick access. When I open a browser and open a website but when I click something it went back to the time I open it again. My taskbar doesn't work properly when I right click and go to task manager it won't open.

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

• What browser are you using when you experience a lag?
• Does the lag occur in a particular game?

In the meantime, we suggest you run the System Maintenance troubleshooter. Here are the steps:

• Press Windows Key + X.
• Click on Control Panel.
• Select Troubleshooting.
• On the left pane, click on View All.
• Click on System Maintenance to run the troubleshooter.

I did that to no avail, then I ran WSReset.exe; now I'm good on all 3, Mail, Calendar and People! *Confused
Go figure!
