Windows 10: Language Bar & keyboard shortcuts missing. Microsoft IME hogging CPU.

Context: - PC has two languages installed: UK English (custom keyboard layout), and Simplified Chinese (Microsoft Pinyin Input Method Editor). Problem: - The language bar has disappeared. - The Microsft IME process is shown in Task Manager as typically using about 94% of my CPU's capacity (path C:\Windows\System32\InputMethod\CHS\ChsIME.exe, in my case). - Some keyboard shortcuts have stopped working. Left Alt + Shift switches languages successfully between my UK custom layout and Chinese. Inoperable, however, are Win + Space and the various keys that can be used to toggle the pinyin input method editor (Shift, Ctr, Ctr + Shift, Ctr + Space), except on one random occasion for just a few minutes. Chinese lanugage input is currently stuck in English, so although I can switch from that to my UK custom layout and back, I cannot actually type Chinese. - Under Settings > Language > Chinese > Options > Keyboards (Microsoft Pinyin), the second 'Options' button that should be there to the left of 'Remove' vanishes and reappears at will while I'm logged in. In any case, when it is briefly available, changing the settings thereunder no longer has any effect. Possible cause of the problem: - Installed Ultimate Windows Tweaker 4.8 a few weeks ago, created a system restore point, changed a bunch of settings, found the language bar missing, couldn't figure out what I'd done wrong, then tried to roll back to the restore point I'd made, and found it, too, had disappeared. Attempted solutions (boring, but included lest I be accused of not having tried): - Searched for, but didn't find, a relevant setting in UWT. - Disabled UWT in Startup Apps. - Checked all the relevant Control Panel and 'Settings' settings. - Set and unset Chinese respective each as my keyboard language and my 'preferred' language. - Removed Chinese, restarted, added it again, and restarted. - Via Settings > Language > Keyboard > Input language hot keys, used the Text Services and Input Languages dialogue box's Advanced Key Settings tab to set custom hot keys, but despite having long used Ctr + Shift + 9 as my shortcut for Chinese, any shortcut I set for English is after a short time reset to 'none' (I eventually got it to work in Windows 7, by pure trial and error; W10 has the same issue, but seems to frown upon dumb luck), and although my hotkey set for "Chinese (Simplified) IME - Ime/NonIme Toggle" happily persists, it has never had the slightest effect. - In Regedit path LOCAL > SOFTWARE > Micro > Win > Current > Run, added string CTFMON, value "ctfmon"="CTFMON.EXE", which someone, somewhere suggested. - Googling <"ultimate windows tweaker" "language bar"> revealed nothing relevant save for a thread concerning this issue, a Windows 10-related one, that I mistakenly posted on Sevenforums, which I have kindly requested to be taken down. - LOTS of restarts! Many hours spent, but problem has persisted for over a month. - As of ten minutes ago, removed Chinese as a language from the computer. Restart. Language bar pops up! (For how long?) But no Chinese today. System specifications: - Lenovo 110S (Judge me; I know. Twas a gift.) - Win 10 64-bit Home, Version 2004 Build 19041.264 - Windows Update DEACTIVATED (due to limited storage space on primary drive) I used Sogou IME for many years, but it really has become too, too invasive. So much of my life has been wasted trying to write in two languages on the same PC. Besides having one for each... Any ideas, kind Mesdames and Messieurs?

Language bar is missing

I did a clean install of Windows 10 not long ago and now my language bar is missing. In addition, the alt-shift shortcut for changing keyboard layouts does not work. I have checked all my control panel settings and also added a registry entry to launch ctfmon.exe, as per the instructions here, but I still have the problem. Can anyone suggest a solution? Thanks!

Edit: The problem only occurs with one account. When logged into my troubleshooting account I can see the language bar.

Where do I find the official support.microsoft.com list of keyboard shortcuts for the language bar?

I have searched, but the list I need is not populating.

 

Japanese IME missing in language bar

Thanks for your reply. Tried this, CTFMON loaded on startup. But nothing really changed as Japanese IME still missing (whole language in language bar and keyboard in Japanese language options). Language options visually differ from other PC where IME is
present.
