Windows 10: language display remains chinese

I recently had repairs completed on my laptop. When it was returned to me the display language was in Chinese. I have changed all regional setting and language displays in windows however it remains set to Chinese. I cant for the life of me work out what I'm missing. Any ideas?

Thank you for the response and keeping the status updated.

I would suggest you, try removing Chinese language pack and check if it helps.

Follow the below steps.

• 
  Type Language in the search area on the taskbar and select
  Language.
  
• 
  Select the Chinese language and click on
  Move down (if it is on the top).
  
• 
  Click on Remove Option.

Cannot set Chinese Simplified as Display Language

I have added Chinese Simplified to the system languages, and I am able to use it as input. When I try to change the display language in the control panel, my only options are "Use language list" and "English (US)." In settings, when I select Chinese simplified
options, it only allows me to change the keyboard. Am I missing a setting to change the display language, or is Chinese simplified not supported as a display language?

Thanks for reply.

I did exactly as you suggested. On the "Region& language" panel, I have Chinese and English languages, and I also have the same language list on the Control>Clock,Language, and Region >Language panel.

However, under Control>Clock, Language, and Region >Language panel>Advanced settings,
there is no Chinese language option shown under the drop-down list for Override for windows display language.
I think that is why I can not change the display language.
But, it has the Chinese language under the drop-down list for Override for default input method.
