Windows 10: Language midway between boot and desktop

In some place between after my laptop boots, my login screen tarts to show stuff in Russian instead of english. I changed the typical windows language to English and changed the administrative language too but it didnt seem to change anything. What should i do?

I suggest you to remove the language pack, download the language pack and set it as default and check for status.
