Windows 10: Language problems solely on apps, despite settings being right

It's been like this for a few days now, for some reason, the language on the apps on my laptop have changed drastically, showing symbols rather than English. And I did check language and region settings, on sittings along with the Control Panel method, but nothing seems to work, I'll also attach a photo showing what the app looks like, since it doesn't actually look like a language.Image https://imgur.com/ELeWnKZThe image is of the app "DrawboardPDF", but it's also like this for goodnotes as well, and other apps.And like I said, I already checked settings, the apps part, and it was set to Engl

Language

Hi Sassy,

To remove the Croatian language in Windows 10, we suggest that you follow these steps:

• Open the Settings app, select Time & Language, and click
  Region & Language.
• Under Add a language, select English, and click
  Set as default.
• Select the Croatian language and click Remove.
  
• Close the Settings app, restart the computer, and check if the issue persists.

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

Change your Windows display language

• Tap or click Set as primary to move the language to the top of the list. If the language can become your Windows display language, you'll see Will be display language after next sign-in appear under the language.
• Sign out and then sign back in to finish.

Arabic language font problem

I suggest you to remove the language pack, download the language pack and set it as default and check for status.

To remove the language pack, follow the steps below:

• Click on Start>Settings>Time & Language.
• In the left pane, click on Region & Language.
• Select the language and click on Remove.

To add a language pack, follow the steps below:

• Click on Start>Settings>Time & Language.
• In the left pane, click on Region & Language.
• Click on Add language.
• Select the language from the list, download and set as default.
