I really do not understand you? You need to explain more detailed what you have done, where you have bought or otherwise got Windows 10 and so on.

If you have a valid Windows 10 license, you can download ISO image in any language and just install it using the product key. Windows product keys are language and bit version independent, only the edition must match.

For instance you can buy Windows 10 Home US English 32 bit USB install media then download Swedish Windows 10 Home 64 bit and install it instead, using the same product key, or you can buy a downloadable version of Windows 10 Pro French 64 bit from Microsoft store, download the ISO and then when you notice you have wrong language and bit version, just delete the ISO and download Italian Windows 10 Pro 32 bit and install it instead with the key you got.

Further, if you have a digitally activated Windows 10 Pro 64 bit in US English, you can clean install a Finnish 32 bit Windows 10 Pro on that machine, skip the product key when it's asked and Windows will be automatically activated with existing digital entitlement.

I downloaded Windows 10 ISO using the Media Creation Tool. When I ran the tool it went through the tasks then when I got to the language section if I changed the language from English USA to English UK it said I need to buy a license but if I downloaded the USA language it downloaded with no problem that's why I asked the question above.. As yet have not updated my current OS Windows 7

  6. I don't recall seeing purchase requirements in Media Creation Tool (MCT) downloads.

Make sure you have the most recent MCT:

    MS reference page: Windows 10
    Direct Download: http://go.microsoft.com/fwlink/?LinkId=691209

You can also download the ISO directly from here:

Although I am totally 100% sure the information in my previous post is correct, I decided to test this. I think I know now the misunderstanding here, what OP has misunderstood.

If you select Upgrade this PC now, the PC will be upgraded to matching language, bit version and edition. If started from US English Windows 7 Professional x64, the upgraded Windows 10 will be US English Windows 10 Pro x64.

To get other language or bit versions you have to select Create installation media for another PC:

    Language [IMG]

If Use recommended options for this PC is selected, the install media will be created according to underlying operating system's specs, in this example of mine now US English Windows 10 x64:

    Language [IMG]

I have to unselect recommended options to be able to select my language and other options. Here I have selected Swedish language version (svenska):

    Language [IMG]

When proceeding I will be reminded that the PC I will upgrade using this install media must be running the same edition:

    Language [IMG]

In this case the edition refers to Windows 10 and Windows 10 N, only options in Select language, architecture, and edition (second screenshot from top), meaning that I must use the 10 N edition if I intend to upgrade Windows 7 N or Windows 8 N, in all other cases I must use Windows 10.

The above warning does not mean that another bit or language version would require a product key.

Anyway, in process of getting the above screenshots I used Media Creation Tool in US English activated Windows 8.1 Pro x64 and upgraded it without an issue, without any product key to Swedish Windows 10 Pro x64 which was automatically activated.

Of course I could only keep my files but not installed programs; upgrading to different language version all apps and installed software will be removed.

Is this what you were shown and told:

    Language [IMG]

If yes it does not mean what you think it to mean, as I explained in my previous post. It does not mean that you need a product key for different language version. It only means that you will need a product key if installing a different edition.

Edition does not mean language. In case of Media Creation Tool, Microsoft unfortunately uses the word Edition wrong because the tool does not let you choose edition, it lets you choose Windows version, one of the following:
    • Windows 10 (includes both Home and Pro editions)
    • Windows 10 N (includes both Home and Pro editions)
    • Windows 10 KN (includes both Home and Pro editions)
If you don't know what Windows N and KN are, please read this.

In your case you just select Windows 10, change the language and that's it.

    All following scenarios work:
    • In an activated US English Windows 7, use MCT to download French Windows 10 ISO and upgrade this US English Windows 7 to French Windows 10 which will be automatically activated, no product key needed
    • In an activated Italian Windows 8 N, use MCT to download UK English Windows 10 N ISO and upgrade this Italian Windows 8 N to UK English Windows 10 N which will be automatically activated, no product key needed
    • In Swedish Windows 10, use MCT to download Norwegian Windows 10 ISO and do a clean install. Norwegian Windows 10 will be automatically activated based on digital entitlement of the previous Swedish Windows 10 activation, no product key needed
Notice that scenarios 1 & 2 on above list only work until the free upgrade offer ends on July 29th 2016.
