Windows 10: Laptop computer will not start

When my laptop boots with "Restart" it behaves as expected and boots up.

When the computer is switched off using "Shut down" and then the power button used to restart it, the screen remains black although the fan is working and the power light is on. Not even a splash screen displays. Occasionally, it will start after using "Shut down", but this may take many attempts using the power button to switch it on and off.

From reading about the difference between these two methods of starting the computer I would expect it to be a problem caused by the Fast start up. Other than trying multiple start ups with the power button, on the off-chance it boots, I was hoping that there was a way to start the computer bypassing the Fast start up. Is this possible? Any other suggestions would also be appreciated.
