Windows 10: Laptop CPU is throttling even without temperature being an issue.

Recently my laptop has started to intermittently run slow while doing semi-intensive tasks browsing internet with videos involved etc or playing a light game that the laptop can easily handle. I have had this laptop for nearly a year and it has only started to do this recently so it must be a software issue. I have updated everything I can think of, windows updates, updates from manufacturer etc.Is there any power saving features I am missing? This is happening all the time, plugged in or not. My pc specs are more than adequate and as said before this identical pc has previously ran fine.A

Laptop CPU throttling at low temperature

So I have an Asus Zephyrus Duo 16 laptop, with an RTX 3080 Ti 16GB and a Ryzen 9 6900HX, and only recently I've been having stutters rendering some games unplayable- specifically Apex Legends.

I found something, at times, my CPU will throttle up when nothing graphically intense is happening, so for example I'm in a room in a game. However, when I look into the distance or rapidly move around and change locations, the CPU will throttle down, and so will the voltage.

So for instance, from 3594MHz frequency and 1385mV voltage, it will drop to 1680MHz, 1020mV (74C->71C).
At the same time, the GPU frequency also change drastically, from 1125MHz GPU frequency and 668mV, it will rise to 1920MHz, 1081mV (60C->62C).

Fan speed is also abnormally quiet for turbo boost feature in Asus, but that could be due to low temperature.

When the GPU frequency is lower and CPU is higher, the game runs absolutely perfect, but whenever the GPU gets more voltage the CPU instantly throttles and the game starts to drop FPS. I checked my power plan and running everything at 100% just causes more stutters, and in HWiNFO64, it shows this.

Could a thermal sensor be broken? Insufficient voltage, broken power brick? This happened after a BIOS update, so maybe that could be the cause. I really don't want to undervolt a laptop I bought 3 months ago, which I specifically chose for good performance.

Note: I can barely change anything in BIOS, due to laptop manufacturer lock, so no, there isn't anything I changed/can change.

Win10 CPU Throttling

Win10 appears to throttle the CPU down when it gets too hot. This is probably a good thing (I figure it prevents the CPU from melting down). It seems, though, that Win10 doesn't seem to recognize when the CPU has cooled back down, so the CPU remains in
a throttled-down mode indefinitely. I haven't figured out a way to reliably get Win10 to reset the throttling. As a work around, I have downloaded ThrottleStop which allows me to override Win10's behavior. Of course, I now have to manually watch the temperature
to ensure that the CPU doesn't overhead, but it's better than having an unusable CPU. Is anyone aware of a solution to reset Win10 throttling so that I don't have to use a third-party product to do it? Better yet, has Microsoft acknowledged the issue and
provided any guidance on when this issue might be corrected?

In case it matters, I am using a Dell Laptop E6410 with an Intel Core i7 M 640 CPU.

You should be monitoring temperatures anyway

I have not noticed any weird throttling

I use ssd's and a high performance power plan with the proper ventilation and cpu cooler melting a cpu is not likely going to happen

Your computer would shut down before that would happen

Of course stock cooling from manufactures especially laptops all bite
