Windows 10: Laptop Freezing on Windowed Apps

My laptop has this annoying issue where the apps and computer freeze and stutter at a frequency of every 10-30 minutes with a random CPU spike being one of the culprits that I've been able to see, apps such as Rhino 7 and Photoshop crash after continuous use like 20-30 minutes. This however isn't a problem when I am playing games, I can run a game for hours and it will not crash, but for some reason I can't figure out this problem and it used to not do this.I've already reinstalled windows and done some other things when the laptop randomly crashed, but it hasn't fixed this very specific issue

Method 1: Hardware Troubleshoot
