Laptop is stuck on the boot loop Choose Keyboard Layout. Tried the bcd rebuild thing but it didn't work. It said there was already a file.

Stuck in “choose keyboard layout” loop

My Acer laptop running Windows 10 is stuck in a choose keyboard layout loop.

Every time I select the US keyboard the laptop just shuts down and reboots.

It then comes back to the Choose keyboard layout page.

Is there a way to fix this that doesn't involve a whole lot of complicated steps?

HP Laptop stuck in "Choose Keyboard Layout' loop - nothing works I have tried everything people suggest on line. There is nothing in my USB ports or removable drives, computer was working fine night before, then poof!

my customer was scammed and refused payment. They retaliated.

Implemented a syskey. I was able to remove that.

Now im stuck in a endless "choose your keyboard layout" loop.

Downloaded the MCT for Windows 10. Commands for rebuilding the bcd, fix boot, mbr didn't work

Commands to force Windows 10 into safe mode worked, but once I choose a safemode option (networking, command prompt, disable drivers) the computer reboots to the HP splash screen, then Windows automatic repair, then back to "choose your keyboard layout."

the scammers deleted restore points so that's not an option.

I have a feeling they deleted a lot of stuff, therefore Windows thinks it's a brand new installation. Probably going to reinstall but wanted to see if there's other options.
