Windows 10: Laptop power is not turned on and wifi button is blinking?

My brother's laptop, an HP Silver Pavilion, was not working. The power wouldn't turned on so I thought the problem was the battery because he hasn't have a changed battery for years. I bought a replacement battery and waited until it was full charged to turn the power back on. However, the laptop still wouldn't turned on and all I see is the Wi-Fi button blinking for 5 seconds then disappeared and repeat the cycle. Is it normal for a laptop to be in this condition? Is there any advice or solution to help fix this laptop?

Cannot connect to wifi with laptop

  Go to Network and Sharing Center.

  At the right pane, click Change adapter settings.

  Right click on your connection name (WiFi name) and Properties.
  
• 
  Click the Configure... button.

  Go to Power Management tab.

  Uncheck/disable the radio button for "Allow this device to turn off this device to save power".
