Windows 10: Laptop Refreshing every second after Windows update: Computer unusable

I recently did a routine update for windows on my laptop and when I turned the computer back on the screen began flashing as if it were refreshing every second. I tried logging in but I can’t advance to the “enter pin” screen before it refreshes again back to the hole screen. I’ve tried entering safe mode and it still refreshes constantly making the task bar unusable. I’ve managed to save all of my files through one drive but even when I try to wipe the computer it refuses to. I’ve tried many different things but the update has literally made it impossible to do anything on the computer besides turning it on and using the command prompt

Folder refresh every 60 seconds

I have a new computer that has Windows 10 on it. When I open any of the storage folders such as "My Pictures" it refreshes every 60 seconds. If I have scrolled down in the file list I will then lose my place because the screen refreshes and goes back
to the top of the list. This is incredibly frustrating! Please help.

 

Desktop refreshing every second

This started when after I restarted my pc after having malware bytes remove a pup, something I've done multiple times in the past. This is a new pc built last year running Windows 10. As soon as I logged in it started refreshing every single second. I cannot
open anything other than task manager, which shows nothing running, or right click. I've tried to research this but none of the solutions seem to apply to this situation. I don't have the software that anyone has said is the problem, such as Norton or iCloud,
and they say it's refreshing every few minutes not every second. And yes I have tried restarting my pc, but the same results.

Screen refreshes every 10 seconds

Since i upgraded my Dell laptop from Windows 7 to 10, every 10 seconds or so, the screen refreshes and often closes down windows (especially File Explorer) even when i am working in it

I have looked up many other posts to see what others have done to fix the issue when they had it, but as yet i cannot find what is causing it? i think it is something that is not compatible with W10, but i dont have icloud or Norton AV which seem to be 2
of the frequent culprits

How can i find out what is causing the issue as my laptop is now all but unusable, and unfortunately i cannot roll back now as its just over 30 days since i (stupidly) upgraded
