Windows 10: Laptop temperature is in a normal range, CPU usage is decent, but fan is running loudly

I'm not entirely sure this is a Microsoft question. I had spoke with an agent in a Microsoft chat, and she told me it was a hardware issue. I don't think I've changed anything with the software, and the fan replacement was from eBay and I don't think it was officially from Dell. It has been about 2 years since I replaced the original laptop fan and thermal paste due to laptop's GPU temperature going to 90 degrees. I know that is the GPU temperature and not the CPU temperature, but I think the GPU and the CPU are one chip/thing or they are close to eachother. I don't know if the high temperatur

Fans Running Constantly After Latest Windows Update I recently installed the latest Windows update (10.0.19041.2300) and since then my laptops fans have been running constantly at full speed.

I have made sure to keep the vents clean. I have also checked both the usage and temperature of my CPU, GPU, and SSD and they are well within the normal range.

The fans continue to run at full speed even when the usage of all of those components is well below 4%.

What are some potential fixes for this problem?

My laptop is an HP ProBook 430 G2 with an Intel I5 CPU

temperature of my CPU, GPU, and SSD and they are well within the normal range. The fans continue to run at full speed even when the usage of all of those components is well below 5%. The laptop is also dual booted with Ubuntu and the fans run normally when
I am booted into Ubuntu so this is not a hardware issue. What are some potential fixes for this problem? My laptop is a RazerBlade 15" with an Intel I7 CPU and an Nvidia RTX 2070 MaxQ GPU.

CPU fans are temperature controlled. They go up when the heat increases and go down when the heat is under normal range. It is recommended not to change the settings.

If it is excessively noisy the issue might be something else, let us know if it is the case.
