Windows 10: Laptop turned off while resetting

I found my old laptop and wanted to do fabric reset, but it ran out of battery at 32% and now it's stuck in infinite loop of restarting saying that it's preparing to automatic repair, then diagnosing, then restarts and it goes again. There is no chance it will work. I can not access windows recovery environment, no matter how many times I turn it off and then on actually it appeared once right after interrupted process, but I clicked the wrong option and proceeded to windows 8 that doesn't exist there, messing it up even more. All I could do was restarting it until aptio setup utility appear

Let us resolve your concern regarding frequent reboot. We suggest that you follow the Startup Repair steps below:

• Turn off your laptop.
• Turn on your laptop. As soon as you see the Windows logo with the spinning dots, press and hold down the power button until your laptop turns off. Do this process
  twice.
• Turn on your laptop for the third time, and let it load.
• It should give you the message: Preparing Automatic Repair.
• On the next screen that would appear, click on Advanced Options.
• Select Troubleshoot.
• Go to Advanced Options.
• Click on Startup Repair.
• Wait for the repair to finish.

Here is a tip is you cant fix it, make it noticeable that you broke it...step on it *Wink "Oh my gawd, did i step on your lil ol laptop, im terribly sorry" Then she has no choice but to buy a new one.
