Windows 10: Laptop won't boot after resetting windows 10 failed

I tried resetting my windows 10 laptop because it was working really slow so i thought of resetting it. I chose to keep my files and chose the cloud download option for resetting it. Everything was well until resetting reached 74 percent, it was stuck at 74 percent for hours so as i read in a thread the solution was a hard shut down. After performing a hard shut down and restarting the laptop i was stuck on a screen with dell logo and preparing written below it. Again i performed a force shut down. Now when i restart it, a dell logo appears and vanishes then only a blank screen continues to sh

When you finish testing the Avast suggestion, make sure that you restart your machine.

I think there are three steps that remain; the WU troubleshooter, reset WU components, and manual WU reset.

Hardware and software conflict is one of the possible reasons why you're experiencing black screen. Sometimes, it is also because of hardware failure. To get this issue fixed, we suggest that you
boot into Safe Mode by following these steps:

• Turn off your computer 3 times while booting. Windows should automatically boot to the Recovery Environment after 3 unsuccessful attempts in a row.
  
• Once you are within the Recovery Environment, select Troubleshoot, and then
  Advanced options, then Startup Settings, and
  Restart. When it restarts, you should see a number of options. Press 5 or F5 for
  Safe Mode with Networking.

Once your computer is in Safe Mode, please follow the workaround provided on this
link. Simply select the similar case that you're experiencing to show the troubleshooting steps.
