Windows 10: Latest Cumulative Updated for 1903 gets to 11% and fails

First post here after chatting with an IT friend about my situation and stumped them.

So, the lates 1903 cumulative update for 64 bit (KB4528760) will not install on my 64 bit system. Before we get started, I will say that it is older, but all of the other security updates ran quickly and smoothly, with no real issue (just had to move to a room with a stronger internet connection).

I've got over 100gb of space free, so that is by no means an issue, I just keep getting the same error every time it hits 11%

Does anyone have any suggestions? I've scoured the internet trying to find out how to deal with this issue.

Windows Updates Cumulative Update version 1903 and the Featured Update version 1909 both fail

I have tried to install both the Cumulative Update version 1903 and the Featured Update version 1909 and when they hit the 100% mark I get a message in install failed and the changes are being undone. After doing this the first time my printer does not
work and I've deleted it and reloaded and it still doesn't work.

I have tried six times to do the updates without success. When I view the update history it says the Featured Update version 1909 failed on 11/18/2019 and the Cumulative Update version 1903 was successfull on 11/18/2009. It than says the Featured
Update version 1909 was successfully updated on 11/18/2019 followed by the Cumulative Update version 1903 failed on 11/23/2009.

During the check for updates it continually loads the the Cumulative
Update version 1903.

When I look at the OS Build it shows Version 1903 installed on 10/12/2019 OS Build 18362.449

So, how do I get these updates to install or allow updates for everything else except Windows updates?

Plus get my printer to be recognized, I can still print documents using email.

 

Windows 10 - Some parts of the UI not working after the latest cumulative update

I'm running Windows 10 build 18362.295. Last day i checked for updates and installed the available cumulative update including the OS security updates. After the installation of these updates i started facing the below issues which happens often (sometime everything is working properly)

• Some parts of the GUI (on every window) is not working
  
• I'm not able to use my touchpad gesture controls
  
• Not able to click task bar icons, start button or anything on my task bar
  
• It automatically triggers right click
  

I tried these methods to solve the issue:

• Tried uninstalling the latest cumulative updates, visiting Installed updates. But it is not showing uninstall option. I also tried the command line method but that too didn't work.

I'm able to do all UI interaction using only keyboard, but not able to do the same using my external mouse or touch pad. As already mentioned these issues started after the recent updates. I tried searching google, but no where i found any useful information or problem similar to this.

As pointed out by @john, i was not on the latest build. So i checked for updates again and installed updates.

Failed to install 2019-11 Cumulative Update - KB4524570

For almost a month now I have been unable to install Windows 10 2019-11 Cumulative Update KB4524570. I have tried rebooting into safe mode and deleting the contents of SoftwareDistribution but it doesn't make a difference. I've tried installing 1909 directly
but it fails. I'm currently on 1903.

Interestingly, I downloaded the .msu file and tried installing manually

windows10.0-kb4524570-x64_bdd4583a9f921ceeb27dc8529aa8faa9023a8f98.msu

And it tells me:

Windows Update Standalone Installer

Update for Windows (KB4524570) is already installed on this computer.

But in Windows Update History

Quality Updates (1)

2019-11 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4524570)

Failed to install on 12/7/2019 - 0x80070bc2

I also noticed that Windows Sandbox has stopped working. Not sure if it's related. It just sits at the splash screen with the logo but never launches and never shows an error message.

I'm running Windows 10 Pro

I have plenty of room on Windows drive. 800GB free if 953GB

And I have 32GB RAM
